Nope. Neither www.carfree.com nor www.carbusters.org say any such thing.
And as someone living in Portland, I can tell you from first-hand experience
that Portland will not be going car-free within the next decade -- if cars
are running anywhere. Yes, we are -taming- the car, but there is no move to
ban the car from any significant portion of the city.
