A 747 cargo can lift about 120 tons of cargo.
A passenger version lifts 400-odd passengers so
that's 250 kilos per passenger (more or less).

Even with the extra weight of the seats, carpets,
peanuts, etc. it seems like there ought to be *some*
capacity left over. I bet the reason they don't fly
is (a) short runways at those airports, or (b) more
legal than technical.
