I personally have never heard of having to pay for parking while you shop.
Most people I know shop at malls, of which there are many in the LA area.
And none of them requires paid parking (except maybe the Beverly Hills mall.
But you can get your ticket validated for 3 hours). There are even free
parking near the famed Rodeo Drive. LA is huge on driving everywhere.
Unless you want to go downtown during working hours (very expensive), you
are not likely to have to pay for parking.
