That last sentence makes the rating meaningless to me. I don't know
New York's current population, but presume it's fewer than eight
million. Who cares what happens in the sub-urbs?

What meaning would San Francisco's crime rate have if it was based on
the San Francisco Bay Area with a population approaching seven
million, ten times the local population?
