The trolley tours are good. There are three(?) different companies
running them but they seem to be similar and they all seem to discount
their advertised price by $5. Book ahead and they will pick you up
at your hotel and drive you to their starting point. They offer a
reboarding priviledge for an extra $2 but even the driver said it is
not necessary. as (a) you can reboard only if the next trolley has
room and (b) if you are waiting at the right place at the right time.
For most people everything is so close you can walk through the
Historic section but if your mom is elderly, I see that may be a
problem. [I believe the city has a free bus that travels the similar
route - anyone confirm that?] There are many different driving tours
around town so if walking is a problem book a few of them.

Also the trolley tours include discounted passes for house tours. We
got two each with our tour and my wife used all four as I was happy to
walk around the local square, talk to people, and photograph the
exteriors.
