I've stayed there twice, but not in the past five years. It was
reasonably clean, although the communal kitchen was rather messy. This
was the fault of inconsiderate guests who left their dirty dishes
lying around. The bathrooms and dorms were clean.

It also seemed very safe. I stayed there with my teenaged daughters
once, and we returned late at night without feeling unsafe.

I assume this is the HI Hostel. I don't know the price of a double
room, but you can also get double rooms at the West Side Y or the
Vanderbilt Y for around $85. These are a bit closer to the center of
Manhattan. I have stayed twice at the Vanderbilt Y and found it
perfectly adequate. It is near Grand Central Station, where the
express bus from JFK airport makes its first stop. The West Side Y is
probably more convenient for sightseeing; it is also more expensive
and (I've heard) somewhat nicer.

All three of these budget lodgings are air conditioned. Only the HI
hostel has a communal kitchen.
