There are no time limits for residents of the neighborhood who have the
appropriate permit sticker on their cars. For everyone else, it's
whatever it says on the sign (usually one or two hours between 9am and
6pm M-F). It really isn't that confusing, but one time I made the
mistake of parking in one of these areas, leaving to go home, and then
returning to the same area to park on a different street a little
later. I actually caught the meter maid in the act of writing out a
ticket. I fought it and won, but only because I had a receipt from a
purchase I made during my first visit (that had a time stamp) and a
printout of my home computer's directory contents (with the time of a
newly created file), showing that it was impossible for me to have been
parked in that location for longer than the time on the sign. The
basic rule is this - don't park on or near the same block more than
once a day if it has a permit parking sign.
