You can find the following sentence on many pages on the TSA web site:

"You are NOT REQUIRED to remove your shoes before you enter the walk-through
metal detector."

Based on what everyone has said so far, I guess what they really mean is:

"You are NOT REQUIRED to remove your shoes before you enter the walk-through
metal detector, however, if you do not, you will be required to remove your
shoes after you have passed the walk-through metal detector."

Oh well, I hope it isn't raining when I have to go to an airport. Touching
wet and dirty shoes isn't very appealing.
