Speaking as someone who works closely with those in the sausage, er uh
law making process, it's a huge task. Bills often run into the hundreds
of pages and all the summaries, opinions, memos, etc. that accompany them
make them even more daunting. I work for a place that has to track JUST
California legislation and regs related to a very specific issue. Even
with two full-time staffers on it, we can't cover it all.
From what I've read, Bush is fairly hands-on in vetting bills. I think he
just has more trouble explainulating them than certain more glib
Presidents.
