At the airports I passed through there were no instructions whatsoever
about taking off shoes, either way. People doing so before being asked
were performing it entirely voluntarily.
Oh, I remember a scene at the Budapest airport when a woman who was
behind me in the line to security check was in such a hurry to take off
her shoes, that he actually pushed ahead of me to place the tray on the
belt. I had to say a few words to her because I was afraid of my
laptop. Needless to say, I was not asked to remove the shoes and she
walked barefoot through the check.
