Nasty. The 10 is down in Los Angeles, it's Interstate 10 from Arizona,
becoming the Santa Monica Freeway in LA.

Yes, that is your best bet with Tioga Pass closed. Hwy 99 to 58 over
Tehachapi.
Unfortunately it's far less scenic than Hwy 395. But it will get you
there.
