Sometimes they do that however most of the time rental agencies are too busy
to take it back to the pump every time someone drops off so if it is full
they will leave it like it is. You aren't gaining anything, remember when
you pick it up the previous person will have likely done the exact same
thing and used a couple of gallon before drop off too.

And like the other person said, decline the pre paid fuel option. Unless you
return the tank completely empty, you've wasted money. The only time I've
used it is when I didn't much care about the cost and I was on a tight
schedule and didn't have time to find a petrol station.
