As for Hatunen, I believe that he is referring to Europe where the EU
nations
let the market figure out who works where, just like between US states.
If you're a degreed professional with a good work record, you are almost
being recruited these days for 2-5 year expat positions in Singapore, India
or China that pay as well as anything in the west. At a recent conference,
during a late night lube session, an informal straw poll showed that a) it's
been nearly three years since anybody got a headhunter call for the US
but b) everyone got a call in the last six months for experienced expat!
