You mention actors and filmmakers several times in your post. The
majority of those are in the L.A. and New York areas, since that's
where the most jobs in those professions are found. (Of course you'll
find some in other cities, such as in college towns or in theater
districts of big cities, but not nearly in the numbers of LA and New
York).
Your best source of advice might be to talk to other people in the
arts, especially people who might have more experience and knowledge,
such as college art and drama teachers, acting coaches, etc., and see
if any of them know of any spots that might fit your criteria.

Generally happens in cities that are experiencing fast growth. At the
reference desk of your public library they might be able to help you
find info on which U.S. cities are experiencing the fastest growth and
have the best employment statistics.
As others have mentioned, if you've got a tight budget you'll probably
want to look for a small town; maybe a college town that is known for
its art & drama departments, or a town near a big city.
