Are you sure you aren't thinking of the Hotel Chelsea? Here's the

The Hotel Chelsea has been the residence of some very famous artists,
not just drug addicts.
I'm unfamiliar with the Chelsea Inn. The area is reasonably quiet,
though, I'd say without knowing the specifics of that particular
hotel.
