It pre - supposes a certain "creative" level I guess...it's an indicator
that the city/area has a certain artistic/intellectual "creative mass"...

The same thing has been said about a city having a viable and active and
openly - accepted gay community, gays are supposedly more creative, better -
educated, "artistic", etc. These are the types that demand and attract good
jobs, amenities, etc...and cutting - edge, high - tech companies need these
kinds of people, a kind of synergy is thus created.

[Austin meets both the gay and film industry/arts community criteria...]

Oh, if the OP requires a "film industry" as one of his criteria I guess
Bombay would be his dream city :-)
