If you're saying that it's not discourteous to use a handicapped stall
*even though other stalls are available*, then I disagree. I think
it's clearly a matter of common courtesy to leave that stall available
in case a handicapped person comes in.

But if you're saying that it's ok to use it if it's the *only* one
available and no handicapped person is waiting to use it, then I agree;
I've done that myself.
