There's a $50 version that gets you in all the National Parks, a $65
version that includes the National Wildlife Refuges (or you can buy a
sticker for $15 for them if you have the Parks Pass). I think in 1994
the $50 included the Wildlife Refuges (and at one time allowed you to
camp for free in National Forest campgrounds, which is no longer the
case) so in a sense it has gone up (or at least the things you can do
with it have gone down).
