Well, there's nowhere in Canada with a climate as warm as San Diego,
and you're ruling out the US, so that makes the question off-topic for
rec.travel.usa-canada. But what the heck... how about Rio de Janeiro?
(Suggested just in its reputation; I've never been there myself.)
