I think that its possible for 18-25 yr. olds to rent cars, but
they are subject to a fairly hefty surcharge and perhaps
insurance requirements. I rented a car when I was 21, but
that was /about/ 30 yrs. ago. Then there are local outfits
that will rent wrecks to anyone. =R=
