Not exactly Social Darwinism, but a misapplication of Darwin. If populations are segregated long enough, they do diverge and eventually become separate species. The problem with applying that to humans is that no population has been isolated for anything like long enough for it to apply. Human mating habits being what they are, improvements quickly diffuse across the species. (Actually human mating habits are hypothesized as why humans have evolved so quickly and far.)
