It would fall into the category of "irony", which is humor that comes
from an outcome that's the opposite of what you'd expected. In this
case, the irony is that a beach that's supposed to be one of the best
places to swim has become (at least for the moment) one of the worst.

I enjoy irony, but didn't find the photo in question to be amusing.
First, because of the tragedy. And second, the scene was too
nondescript and didn't have elements that might ratchet up the irony
(for example, if a sign was visible that said "Welcome to the world's
best beach!" or whatever).

But humor is a personal thing; we all react differently.
