But that does not include the 3x individual Americans give in aid.

But at the end of the day, that dosen't conform to your thesis: Only
direct governmental aid is worth while... ironically this is the least
effective.

No surprise with your silence on the unique aid America offered to the
tsunami survivors.

How many 'per capita' aircraft carriers, helicopters, "flying
warehouses", desalinization ships did Canada offer up ?
