Am I dumb, or just dense? (not to worry, I've been accused of both)

An unnamed poster here said that the cycle goes something like this:

Mom and Pops stores enjoy capitalism
Predatory WalMart appears
Mom and Pops stores fall prey
Walmart dominates for a while
Walmart closes after ruining local economy, even though they are the only
game in town
End of tale of woe by poster.

Wouldn't the logical next step be for local entrepreneurs aka Moms and Pops
to appear and fill the needs of the existing market?

Or has evil WalMart destroyed and taken everything right down to the leaves
on the trees? (as an unnamed poster implies)

Help me out here.

I'm confused.
