You've pretty much got it. In Ontario you can't legally drive in any
context until you're 16. The G1 and G2 are phase-in licences. G1 is
very restrictive (no major highways, no alcohol, daylight only), G2
lightens up somewhat, but you don't get to be a fully licensed
independent driver for two years at best. Gives people a chance to
accumulate experience while taking on greater responsibility gradually.
I think they should do something like this in reverse when people become
elderly. They do some checks but they're very minimal.
