Levees break. They break without big storms, so add a huge energy source
like a hurricane and undersized levees and you will get a break. Lots of
levee in the us. All along the Ohio, Mississippi, and Sacramento river as
to bigger rivers. Their feeder rivers. The Feather feeds the Sac and has
levees. The Sacramento levee in the Sacramento broke a few years ago.
Flooded the local town. We have lost agricultural islands in the
Sacramento Delta permanently as well as having to recover the land after a
break. You have a town 11' below sea level in the delta (read flood zone)
of the biggest river in the nation, and add 140 mph winds and a 30' tidal
surge. And a levee board who did not spend money on the levees. Disaster.
