Not necessarily a tax paid to a government -- that'd
likley be "taxe" in this case, though tax can also
be translated as "impôt" in other contexts. Without
more detailed information, I can't say who was getting
this fee.

Quite right, but "frais" meaning "fee/charge"
and "frais" meaning "fresh/cool" are two completely
different words that just happen to have identical
spellings and pronunciations. The former comes from
Latin, the latter from Frankish. Both are standard
French; neither is peculiar to Canada.
