Um, no.

The reason you have no sidewalks is the same reason suburban
neighborhoods in Tucson have no sidewalks and no street lights:
because there are no laws which require developers to install them
when building a tract. If a tract housing developer doesn't HAVE to
spend money, HE WON'T.

It's all about the money.
