cut it out altogether and fly direct to Boston

Why Portland ?

Its not especially attractive as a destination, you might do better in
the Boston area visiting Plymouth Plantation and/or Salem.

Personally I'd head into Connecticutt , Mystic Seaport is well
worth a visit and is a shorter drive back to JFK

Do it as a day trip from DC and then fly up to Boston. Washington DC to
Boston is a full days drive and not an especially attractive one for
most of the way. Even starting from Philadelphia its going to mean
several hours in traffic thats often heavy and quite intimidating.
I wouldnt recommend it for a first time visitor.

You can get decent deals at weekends but they will be expensive midweek
In DC the Hotel Harrington is old fashioned and shabby but is clean,
cheap and centrally located

Boston is notoriously expensive to stay so book ahead there
