Were you following the news stories at the time? The growing concern was why
in the US, with its much grater head count, sharing the very same feeding
practices (often even the same feed manufacturers) had they not found even
one single home grown case. The accusations were either they were not
testing well enough, often enough, or that ranchers were culling what they
suspected might be infected with BSE. It was not until the Japanese
questioned the effectiveness of the testing for the very same reasons that
the first US case reared its head. It did not add up scientifically and
brought into question the credibility of the US beef industry and US testing
procedures.
