This is more of a complicated question than one would think. In February
there could be snow. Often that means travel restrictions, ranging from
chains required to closing the road completely between Truckee and Tahoe
City. So you could get to Truckee, but the last 15 mile slog to Tahoe City
be impossible. Make sure your rental car has chains.
On a nice day in the late spring, fall, or summer you could fly over the
hill and make it to Tahoe City in about 2 hours.
Even if the weather is nice, and you are going on the holiday weekend in
February (I believe President's weekend is the 18th) the traffic for what is
generally called "Ski week" could make the drive slow. By slow I mean it
could increase it to 4 hours or so. Lots of people go to Tahoe for ski
week, and since many, many school children have the whole week off, and week
rentals start on Saturday, Saturday afternoon could be a high traffic time.
If you are not on the holiday weekend, the weekend traffic is predominately
Friday night, and sometime Saturday morning, so by Saturday afternoon (and
certainly during the week) traffic alone should not be a problem. But if
its snowing all bets are off.
Note, the roads are seldom closed between Truckee and Sacramento, the
closures usually come between Truckee and Tahoe.
