At Ano Nuevo State Park on the southern San Mateo Coast. But you'll need
reservations/tickets to see the elephant seals there. You can show up and
wait for some cancellations/no shows, but given your itinerary that would
not be a good strategy. And going up hwy 1 is not the quickest way from the
Monterey area to San Francisco...allow a good 4 hours or a bit more.

Those small beaches off hwy 1 north of San Simeon/Hearst Castle are still on
the informal side - just stop and look down on those animals from the
parking area. No reservations, no tickets, no tours, no long walks through
the sand. Plain common sense dictates remaining on the bluff. Those males
can move very, very fast when they want to...it is quite a sight to see them
in defense of their harems charging after encroaching males.
