When I lived in Maryland (decades ago, I'll grant), "take out" food was
->not taxed, while the same food bought to be eaten in was taxed. They
even tried to catch people who bought food for "take out" but then ate
the food in their cars in the parking lot.

These days, with governments at every level being hungry for more cash,
I'd be surprised that they'd miss any opportunity to tax anything.
