Downtown.

And if you're looking for good restaurants and bars, it's highly
recommended to check out the various neighborhoods, easily accessible
from downtown by streetcar or bus. It's the distinct neighborhoods, with
their own restaurant and shopping areas, that are the most interesting
part of SF, once you're done with the standard tourist stuff.
