The city shuts down if there is about a foot or more of snow that
falls in a single day. Otherwise, not. There is definitely a
possibility of snow in any part of January, but it's far from
guaranteed. Bitter cold (highs in the teens or lower) is also
possible, but not guaranteed. According to www.worldclimate.com,
average temperature in Central Park in January is 30.7 F./-0.7 C.
