I did exactly this a few years back. The weather was technically
horrible but we came well prepared. Good shoes (wet is as big
or larger concern than cold) coats, hats, gloves, scarves, that kinda
thing. We had a cold rain one afternoon but it wasn't hard and
we bought cheap umbrellas on a street corner to get us through.
NYC doesn't shut down, ever. It might slow down but that's gonna
be about it. And if it did, you'd probably have alot of fun, with the
right attitude.

You might look into this trip a bit. Somewhere late in January the
restaurants run some schtick where they offer reduced priced
menues for a week or so. Taste of New York or some such name.
It might be an opportunity for you, although we found it just seemed
to make it harder to get reservations.
