The city rarely shuts down. I had dinner at a Chinese restaurant in the
village during a major blizzard. If you are used to mild winters. New
York is best seen on foot. Downtown by the South Street Seaport or Wall
Street it can be like a virtual wind tunnel even when the temperature
doesn't plummet very far. The moisture from the East River and the
Hudson can be quite chilling.

If you can rearrange your plans, maybe a visit in the Spring will be
nicer. Then the city's parks will have more to see, fountains will be
running. Walking won't take as long. I don't know why, even when the
sidewalks are clear of snow, it always seems longer to get anywhere to me.

If you've visited Canada's or Alaska's interior, NYC in winter is nothing.
