As a New Yorker who enjoys living here, I'll ask you why you say that
(Note: I don't take offense, but you can help prospective visitors by
explaining your criteria).

Agreed on all as good places to visit. But that doesn't preclude being
based in New York for months.

Right, but Philadelphia is also a doable day-trip from New York.

And I suppose in parts of DC, no? DC is a solidly black-majority city,
though that's less true of some of the neighborhoods frequented by
tourists.
