Compared to Fisherman's Wharf, no, it is not. The Union Square has a
number of hotels that are used by visiting business people, e.g. the
Marriott and the Renaissance. San Franciscans shop in the Union Square
area -- it's where all the designer stores are located. San
Franciscans work in the Union Square area -- my office is two blocks
away.

On the other hand, I don't know anyone, except tourists, who goes to
Fisherman's Wharf for any reason.
