The other problem, of course, is that a convertible tends to be a
premium rental, especially at the proposed time of this trip (it might
be easier to get one in winter, but only a hardy soul would pay extra
and some wouldn't want one at all...)
If your schedule is flexible and you're openminded about the
convertible part (you'd probably spend a surprising amount of such a
long trip with the top up anyway), consider a "driveaway" service.
That's the customary term you can plug into a search engine to learn
more. Basically, they schlep cars from one city to another on behalf
of people who are moving house (etc.) and can't or won't perform the
chore themselves. The car is free -- you pay gas and traveling
expenses; dunno how the insurance arrangements work out.
Some of these services are willing to consider foreign visitors whose
paperwork (including home-country driving record) is in order. The age
minimum varies but is usually in the low twenties, about like a regular
rent-a-car or better.
They require you to take a reasonably efficient route between the
cities in question instead of just going where you please, but the
requirement for progress in average day is not too bad if you are
accustomed to cross-country driving. Since the city pair is,
obviously, the non negotiable part, it might also help to be inventive
about using other means of getting around within the US, such as the
bus or discount airlines, in case they have a desirable car and a route
you'd like to take but that doesn't happen to be quite where you are.
Just an out-of-the-box idea for how a non car owner can piece together
what amounts to a coast-to-coast road trip on the cheap...
