Those are anomalous uses of a public transit system, similar to riding
Amtrak to view the scenery. A public transit system would never be built
simply for that purpose. It is sometimes a very nice side benefit,
however.

Well, the LA Subway (the Red Line) does have interesting art work at each
of its stations. And with the $3 all-day pass, it does make it practical
to ride around recreationally on the subway, light rail, and bus lines "to
see what a random part of the city looks like."
