Not true. There are many good places in each.

Quite true.
Excellent food may be found in every neighborhood in town. And that food
might not even be of the predominant ethnicity of the neighborhood. For
example, one of our best Mediterranean restaurants is in a primarily
Nicaraguan neighborhood. One of our best Chinese restaurants is in a
Filipino/Italian/Russian neighborhood. One of our best Japanese, and
another of our better Chinese, restaurants is in a primarily European
neighborhood where one finds three of our most popular Irish bars.
