Whoops, it looks like I made a mistake. The Amtrak buses leaving
Vancouver do not stop in Bellingham. They go right through to Seattle,
where they connect with the Coast Starlight train heading south to
California. Sorry about the misinformation!
But it is possible to take the train itself to Vancouver from
Bellingham. It departs right from the Alaska Marine Highway terminal.
There is one daily train leaving Bellingham at 9:52am, and arriving in
Vancouver 90 minutes later. Using the Amtrak site to pick a random date in
May brings back a fare of US $19/passenger.

Greyhound also operates five daily buses between Bellingham and
Vancouver. Fares seem to be US$16.
