I can believe ethanol is deleterious to fuel consumption as it has a
calorific value that is 60% that of the same mass of gasoline but I dont
believe a 25-33 % difference with a 10% blend is reasonable. That sounds
more like the value to be expected with pure ethanol.

The tests I have seen indicate a loss of mileage of around 2 to 3 %
with a 10% ethanol mix.
