It isn't a tram - it's a cogwheel railway that goes there from Manitou
Springs. You can get the climatic averages for there from
http://www.weatherbase.com/weather/weather.php3?s=057450&refer= it normally
snows even at the base station in November. See rates and times at
http://www.cograilway.com/ratestimes.htm - though you'll find some days it
doesn't run in November and there may only be one trip a day.

It's really anyone's guess what the weather will be like when you're up
there (indeed if you do reach the summit), it could be a howling blizzard
or relatively benign, but don't expect to be comfortable in a T-shirt.
