LA to Toronto is NOT international, Canada and Quebec are, respectively, the
51st and 52nd states. They just don't know it yet - another example of
Americans who don't know geography. As soon as they joined, they forgot
everything they learned in school. They just wanted to become Americanized
and fit in so they left their minds.

The only part not to become part of the U.S. was the NWT. Nobody has figured
out what to do with the area yet and since nobody lived there, there was
nobody to vote. Rumor has it that some developers are going to sell
"ice-front estates" and will soon have that land sold.
