Why not? Many things traditionally change on January 1st--new prices,
new laws, etc.

Besides, you're comparing apples and oranges. The $50 pass was
for the NPS units only. The new $80 pass is for NPS, USFS, and
BLM properties. Now, that's still up from the previous $65, but
it isn't technically a jump from $50 to $80.
