Don't know what Jack May means, but there is some research going on
regarding creating zero-emission power plants that use coal as fuel.
They are at the stage where they want to build a prototype to see
if it actually works.

It seems the individual components have been tested in isolation,
but the whole thing has not been put together.
There is still some research going on regarding how to remove the
CO2 efficiently. Natural processes can handle it with no additional
energy, but at a very low reaction rate, and we now know how to do
it quickly, but at the cost of expending some energy. They are
trying to find an intermediate solution that would minimize the
energy needed.
