There is no citizenship or legal residency requirement to purchase,
title and insure a car, light truck or van. You will be required to
provide a street address (post office box is not sufficient) for title
and registration purposes. I expect that the insurance company will also
require a street address. Make all payments by cashiers check or cash.
The U.S. government does require that banks and other businesses report
cash transactions of $10,000 or greater.
