You aren't interested in large cities, so for the most interesting
small towns, go to either the South (fly into Washington or Atlanta)
or New England (fly into Boston).

Rent, don't purchase. Car hire is not expensive, and you don't want
to be stuck with a car you would have to sell for a fraction of its
value.
